借势发力与治理赋能:激发基层政府组织活力的行动策略——以陕西H县乡镇社会治理创新改革为例

摘　　要：组织活力是衡量治理效能的重要标准之一。与传统的条块关系调适策略相比,借势发力与治理赋能关注纵向府际互动关系对条块关系的动态调适作用,增强“块”对“条”的借力及“条”对“块”的赋能,很大程度上折射出基层治理场域不同行动者的差异化行动策略及逻辑。基于党建势能、政治势能和改革势能,借势发力重视自下而上地积厚组织发展势能,展现出乡镇政府组织行政借力逻辑下的主动争取。通过组织赋能、资源赋能和技术赋能,治理赋能注重自上而下赋予组织发展动力,彰显了县级政府组织赋能动员逻辑下的积极作为。两者协同作用于基层治理现代化的创新改革经验,有助于强化对中国特色组织运作机制的理解。Leveraging momentum and empowering governance focus on the dynamic adjustment effect of the vertical inter-governmental interaction on the vertical-horizontal relationship.Leveraging momentum attaches great importance to the bottom-up accumulation of organizational development potential energy,demonstrating the proactive striving of township government organization under the logic of administrative borrowing.Eempowering governance emphasizes the top-down bestowal of organizational development impetus,highlighting the proactive actions of county-level government organization under the logic of empowerment and mobilization.
