摘　　要：人民代表大会制度的形成并非一蹴而就,它是中国共产党人经历二十多年艰辛探索才逐渐构建起来的。从土地革命到新中国成立,人民政权在政治制度上经历了由苏维埃代表大会制度到参议会制度,再到人民代表会议制度,最后到人民代表大会制度的发展历程。华北临时人民代表大会开创了人民代表大会制度,彰显了以人民为中心的制度原则,践行了中共中央“五一口号”和统战政策,不仅直接推动了华北人民政府的建立,而且为中国人民政治协商会议第一届全体会议和第一届全国人民代表大会提供了宝贵经验,奠定了坚实基础。The formation of the system of people's congresses was not accomplished overnight.It was gradually constructed by the Chi-nese Communists after over 20 years of arduous exploration.From the Land Revolution to the Founding of New China,the people's political power underwent a four-stage evolution in institutional design:from the Soviet congress system to the council of senators system,then to the people's conference system,and finally to the system of people's congresses.The North China Temporary People's Congress inaugurated the embryonic form of the people's congress system,highlighting the people-centered principle.By implementing the CPC Central Committee's"May 1st Slogan"and united front policy,it not only directly facilitated the establishment of the North China Peo-ple's Government but also provided a practical model and accumulated valuable experience for the First Plenary Session of the Chinese People's Political Consultative Conference and the First National People's Congress,laying a solid institutional foundation.
