摘  要:实施银龄教师行动计划是践行积极应对老龄化国家战略的组成部分,亦是推动优质教师资源均衡配置进而实现办人民满意教育的创举。从“健康、参与和保障”三大维度审视银龄教师行动计划的价值意蕴,体现了积极老龄化的时空统整理念、服务社会功能以及自我实现追求。但是,银龄教师行动计划在实践过程中却暴露出狭隘化界定“健康”理念、局限化规制“参与”范畴、碎片化供给“保障”措施等现实困境。因此,基于积极老龄化分析框架凝练出银龄教师行动计划的优化路向,具体措施包括以“大概念健康”拓宽政策准入、以“广领域参与”疏通运行机制、以“全过程保障”构建支持系统,从而进一步激活银龄教师行动计划教育属性与老龄事业属性的双重价值功能。The implementation of the Silver-Age Teachers Action Plan is not only an integral part of the national strategy for actively responding to aging,but also an innovative measure to promote the balanced allocation of high-quality teaching resources and achieve the goal of running education that satisfies the people.Examining the value connotations of the Silver-Age Teachers Action Plan from the three dimensions of“health,participation,and security”reflects the concept of the unity of time and space in active aging,the function of serving society,and the pursuit of self-actualization.However,in the practical process of the Silver-Age Teachers Action Plan,some practical dilemmas have emerged,such as the narrow definition of the concept of“health”,the limited regulation of the scope of“participation”,and the fragmented provision of“security”measures.Therefore,based on the analytical framework of active aging,an optimized path for the Silver-Age Teachers Action Plan has been distilled.The specific measures include broadening the policy access with the“big concept of health”,unblocking the operation mechanism with“wide-ranging participation”,and constructing a support system with“full-process security”,so as to further activate the dual value functions of the educational attribute and the attribute of the aging cause of the Silver-Age Teachers Action Plan.
