基本公共服务均等化提高了农村家庭发展韧性吗?

摘　　要：采用2020年和2022年黄河流域5174个家庭数据,实证分析了基本公共服务均等化对农村家庭发展韧性的影响。结果表明:基本公共服务均等化显著提高了农村家庭发展韧性,其中幼有所育、学有所教、劳有所得与弱有所扶均等化的提升效应更加明显。机制分析表明,基本公共服务均等化主要通过人力资本积累效应和消费结构优化效应两条路径来提高农村家庭发展韧性。基本公共服务均等化对农村家庭发展韧性的提升效应在城乡融合试验区更为突出,且着重提高了劳动与收入禀赋较低的农村家庭发展韧性。为此,政府应因地制宜,采取充分发挥基本公共服务优势、促进机会均等等手段来提高农村家庭发展韧性。Utilizing data from 5174 households in the Yellow River Basin for the years 2020 and 2022,this paper conducts an empirical analysis of the impact of the equalization of basic public services on the development resilience of rural households.The findings indicate that the equalization of basic public services markedly strengthens the development resilience of rural households.Early childhood care,education,labor market gains,and support for vulnerable groups exhibit particularly significant effects in enhancing development resilience.The equalization of basic public services primarily influences the development resilience of rural households through the channels of human capital accumulation and consumption structure optimization.The positive impact of basic public services equalization on rural household development resilience is more pronounced in urban-rural integration pilot areas,particularly in bolstering the resilience of rural households with lower labor,educational,and income capacities.Consequently,the government should tailor its policies to local conditions,harness the benefits of basic public services,promote equal opportunities,and further enhance the resilience of rural family development.
