教育帮扶政策“雨露计划”的发展演变及未来展望

摘　　要：“雨露计划”是一项旨在通过职业技能培训,提高相对贫困家庭新成长劳动力自我发展素质,增强其就业和创业能力的专项教育帮扶工程。实施至今,“雨露计划”政策进行了多次调整与变革,在乡村振兴中发挥了重要推动作用。继续发挥“雨露计划”的帮扶功能,需要多渠道开展政策宣传,提升品牌形象;切块单列资金,加强监管与考核;深化校企合作,平衡人才供需矛盾;健全多方监管机制,发挥舆论监督力量。The“Dewdrop Project”is a special educational poverty alleviation project aimed at improving the self-development quality of the newly grown labor force in poverty-alleviated families in poverty-stricken areas through vocational skills training and enhancing their employment and entrepreneurship capabilities.Since its implementation,the“Dewdrop Project”policy has undergone many adjustments and changes,and has played an important role in promoting China’s poverty alleviation battle and rural revitalization.To continue to play the help function of the“Dewdrop Project”,we should carry out policy publicity through multiple channels to enhance the brand image;set aside funds in separate blocks and strengthen supervision and assessment;deepen school-enterprise cooperation to balance the contradiction between talent supply and demand;and improve the multi-party supervision mechanism and give play to the power of public opinion supervision.
