摘  要:工作专班是近年来地方治理中一种广为复制的新型临时性组织形式。已有研究倾向于认为专班是议事协调机构的一种,并开始分析专班内部的运行机制,但专班与其他议事协调机构的差异和专班内部的类型划分还有待探讨;另外,还应该从宏观视角来理解专班这类组织产生的逻辑。本研究发现,工作专班与其他类型的议事协调机构在制度根源、基本特征和正当性来源上存在共性,在组织的功能、结构、成员确定、绩效考核机制及变迁状况等方面表现出明显差异。工作专班的产生弥补了议事协调机构“议而不决”“议而不行”的缺陷。基于对A市所有工作专班的实地调查,地方政府设立工作专班的原因既有外部压力驱动,也源于地方内部需求。工作专班产生后,出现了类型的分化,不同亚类型在人力财力资源调配、职责分配和绩效考核评估等环节的运行机制各不相同。此外,工作专班的存续方向也呈现出不同形式,分别对应不同的组织变迁逻辑。工作专班的产生和发展是地方政府灵活应对治理环境和治理任务的体现。special work teams(SWT),as a new form of a temporary organization,have widely emerged in local governance during the last decade.This evolution is a response to the adaptive strategies employed by local governments in the face of their changing environments.Scholars tend to argue that SWT is one type of the deliberative and cooperative organs(DCOs).They have demonstrated the internal operating mechanisms of SWTs.However,we need to explore the differences between SWTs and DCOs,while we should shed light on the generation logic of SWTs from the macro perspective.This article argues that SWTs represent a crucial addition to the formal hierarchical organization of party and government organs,assuming the existing organizational structure remains fundamentally unchanged.We demonstrate that there are both commonalities and differences between SWTs and DCOs.These two kinds of organizations are set up for similar institutional reasons and they share some basic characteristics and sources of legitimacy.However,they differ in terms of functions,structures,membership,performance evaluation mechanisms,and survival.SWTs can be studied as a new type of informal organization,addressing the limitations inherent in traditional DCOs,which are often characterized as“deliberative but not decisive”and“deliberative but not executive.”Based on a field survey of all SWTs in City A,we find that the establishment of local SWTs in the local government is driven by a combination of external pressures and internal needs.Following their establishment,SWTs display significant differences in terms of types,specifically manifested by being categorized into various subtypes based on two dimensions:functional types and structural types.The functional types of SWTs can be categorized as decision-making and coordinating,decision-making and supervisory,supervisory and executive,and comprehensive,while their structural types can be categorized as loose,closed,or mixed.Meanwhile,the operating mechanisms,including the human and financial resourc
