摘  要:随着“双碳”工作的推进,城市交通成为碳减排重点领域,发展公交绿色出行是实现城市交通节能降碳的关键。碳普惠制作为碳排放交易权制度的延伸,正逐步成为我国各地从公众层面推行降碳减排的新机制。聚焦城市交通领域,系统梳理辨析碳普惠制的理论内涵和关键核心要素,分类分析碳普惠制在城市公交中的应用实践,并提出城市公交碳普惠制仍存在顶层设计不足、低碳行为减排量重复计算等问题,从优化政策设计、完善激励机制、拓展平台程序以及充分利用新质生产力等方面给出了具体的对策建议,为碳普惠制的持续改进提供可参考的实践经验。With the advancement of the"Dual Carbon"objectives,urban transportation has become a key area for carbon reduction,and the development of green public transport is essential for achieving energy savings and carbon reduction in urban transit.The carbon inclusiveness system,as an extension of the carbon emissions trading rights system,is gradually emerging as a new mechanism for promoting carbon reduction from a public perspective in various regions of China.Focusing on the urban transportation sector,this paper systematically analyzes the theoretical connotations and key elements of the carbon inclusiveness system,categorically examining its application practices in urban public transport.It identifies existing issues,such as insufficient top-level design and the repeated calculation of carbon reduction from low-carbon behaviors within the urban public transport carbon inclusiveness system.Finally,the paper offers specific countermeasures and recommendations for optimizing policy design,improving incentive mechanisms,expanding platform procedures,and fully utilizing new productive forces,providing practical experience for the continuous improvement of the carbon inclusiveness system.
