公安民警警务技能胜任力构建研究

摘　　要：警务技能训练应以胜任力为导向,突出公安职业特点,创新训练模式,助推公安机关新质战斗力形成和提升。警务技能胜任力指警察能够在法律允许的范围内卓有成效地运用专门技术服务警察执法行动、有效制止现场违法犯罪行为的能力特质群。通过质性研究提取胜任特质、确定胜任特质维度归属,搭建胜任力模型;运用探索性因子分析对警务技能胜任力模型进行检验,构建出现场执法角色认同、现场执法专门知识、现场执法专门技术、个性特征、心理健康等5个维度20项特质的警务技能胜任力模型。结合模型所展示的特征对标实战,警务技能训练要重塑训练理念,加强警训文化建设;重构训练体系,优化内隐特质。Police skills training should be competency-oriented,highlighting the characteristics of the police profes⁃sion,innovating training models to promote the formation and enhancement of the new quality combat capacity of the police.Police competency refers to the ability traits that the police can effectively apply specialized technology in the law enforcement operations and effectively stop the illegal and criminal behaviors on the spot within the scope allowed by law.Through qualitative research,competency traits were extracted,competency dimensions were determined,and a competency model was built.Exploratory factor analysis was conducted to test this police competency model made up of 20 characteristics in 5 dimensions:on-site law enforcement role identity,on-site law enforcement expertise,on-site law enforcement technologies,personality characteristics and mental health.Combined with the features of the model and the needs of field operations,efforts should be made to reshape the training concept to strengthen the construction of police training culture,reconstruct the training system to optimize the implicit traits.
