摘　　要：研究以G市D街全域服务治理试点为研究对象,构建了“认知-结构-制度”三阶段分析框架,揭示了组织惯性在政企合作治理中的动态传导路径与重塑机制。研究发现,组织惯性的突破需经历政策酝酿期、合作启动期与正轨运行期的动态演进,并受到关键行动者、制度嵌套性与路径依赖三重机制的交互影响。在认知层面,政企双方通过“自上而下灌输”与“自下而上反思”实现认知共识;在结构层面,物理整合虽提升决策效率,但仍受制于制度性结构壁垒;在制度层面,科层制的刚性约束与行为惯性抑制了创新扩散。研究进一步提炼了中国基层治理创新的渐进调试逻辑,提出通过“政策企业家”角色激活、条块关系动态平衡及行政与市场逻辑融合等策略,推动制度韧性的再生产。这一过程体现了中国制度环境中路径依赖与创新张力的并存,为理解基层治理现代化提供了新的理论视角与实践启示。This paper constructs a three-stage analytical framework of“cognition-structure-institution”based on the case of comprehensive service innovation governance in D Street,G City,revealing the dynamic transmission paths and reshaping mechanisms of organizational inertia in government-enterprise collaborative governance.The findings indicate that overcoming organizational inertia requires dynamic evolution through three phases—policy incubation,collaboration initiation,and formal operation—while being influenced by the interplay of three mechanisms:key actors,institutional embeddedness,and path dependence.At the cognitive level,the consensus between government and enterprises is achieved through“top-down indoctrination”and“bottom-up reflection”.Structurally,physical integration improves decision-making efficiency but remains constrained by institutional barriers.Institutionally,the rigidity of bureaucracy and behavioral inertia hinder innovation diffusion.The study further refines the incremental adaptation logic of grassroots governance innovation in China,proposing the strategies such as activating the role of“policy entrepreneurs,”balancing vertical-horizontal governmental relations,and integrating administrative and market logics to enhance institutional resilience.This process reflects the coexistence of path dependence and innovative tension within China’s institutional context,offering new theoretical perspectives and practical insights for understanding the modernization of grassroots governance.
