乡村文化治理的路径探析——基于“文明乡风建设”典型案例分析

摘　　要：治理有效是乡村振兴的基础,乡村文化治理是其重要组成部分。本研究以首批全国村级“文明乡风建设”典型案例为研究对象,基于扎根理论三级编码构建了乡村文化治理理论模型。研究发现,乡村文化治理效能的提升依赖于四个核心要素的协同作用,即内部与外部治理动机、以党和政府为核心的多元治理主体、软件与硬件相结合的治理环境、贯穿治理全过程的治理流程。本研究提出实践路径:一是建立县、乡、村三级联动模式,强化协同治理;二是引导多元主体有效参与,形成共建共治共享格局;三是建立完备的评估体系,确保治理成效可衡量;四是运用数字技术,推动乡村文化治理的智能化与现代化。Effective governance is the foundation of rural revitalization,and rural cultural governance is an important part of it.This study takes the first batch of typical cases of national village-level“civilized countryside style construction”as the research object,and constructs a theoretical model of rural cultural governance based on the three-level coding of rooting theory.It is found that the enhancement of the effectiveness of rural cultural governance depends on the synergy of four core elements,namely,internal and external governance motives,multiple governance subjects centered on the Party and the government,a governance environment combining software and hardware,and a governance process that runs through the whole process of governance.This study proposes practical paths:first,to establish a three-level linkage model among county,township and village to strengthen collaborative governance;second,to guide the effective participation of pluralistic subjects to form a pattern of shared governance;third,to establish a complete evaluation system to ensure that the effectiveness of governance is measurable;and fourth,to promote the intelligence and modernization of cultural governance in the countryside through the use of digital technology.
