摘　　要：探究新质生产力的发展动力,需要历史地看待生产力发展的内部动力与外部动力之间的主次转换关系。基于“矛盾是事物发展的动力”这一基本原理,学界关于生产力的发展动力问题存在“内部动力论”与“外部动力论”之争,即究竟是生产力诸要素之间的内部矛盾还是生产力与生产关系之间的外部矛盾构成生产力发展的主要动力。面对生产力发展的主要动力之争,应当以生产力与生产关系的适应状态作为前置性判断:当生产力与生产关系处于适应状态时,内部矛盾构成主要动力;反之,外部矛盾构成主要动力。新质生产力的提出,标志着中国进入了生产力发展的新阶段,内部动力与外部动力在当前阶段共同构成新质生产力的发展动力。内部动力直接面向生产力诸要素及其组合的优化跃升,外部动力则指向以科学技术创新和深化体制改革作为驱动力推动新型生产关系的建构,以生产关系的变革推进新质生产力的发展。The concept of new quality productive forces marks a new stage in the development of China's productive forces,which is closely tied to the great practice of Chinese modernization.Currently,the academic community has engaged in thorough discussions on the basic connotations,developmental characteristics,and practical pathways of new quality productive forces,which has significantly advanced the theoretical explanation of these forces.However,further analysis and clarification are needed regarding how to reveal the driving forces behind the development of new quality productive forces from a theoretical perspective and apply them to specific practices.Scholars have proposed the“internal driving force theory”and“external driving force theory”in relation to the internal contradictions among the various elements of productive forces and the external contradictions between productive forces and production relations.However,separating internal and external driving forces makes it difficult to determine the primary driving forces,as both seem to possess such characteristics but are limited by their respective theoretical frameworks,which complicates the identification of the main force behind productive force development.Resolving this theoretical dilemma requires introducing a“historical”perspective,which considers the differences and connections between internal and external driving forces at various stages of development.To understand the primary driving forces behind productive force development,the relationship between internal and external driving forces must be viewed historically,particularly in terms of their shifting primary and secondary roles.The historical aspect refers to the fact that the driving forces behind productive forces development changes in relation to the adaptive state between productive forces and productive relations over different historical periods.When productive forces and productive relations are in an adaptive state,the internal contradictions of productive forces constitut
