摘　　要：全球化时代,国际大都市作为全球经济、政治、文化交流的重要枢纽,其翻译能力对都市国际形象建构、地方文化价值传播、外向型经济发展、城市治理水平提升等至关重要。然而,“国际大都市翻译能力”这一概念在学界尚未得到充分探讨,实证与跨学科研究匮乏。理论层面,本文基于经济学、语言学、翻译学中有关国际大都市、城市语言/外语能力、国家翻译能力的既有研究,结合其他城市能力评价成果,界定“国际大都市翻译能力”的概念内涵与要素框架。实证层面,邀请政产学研专家参与定义优化、指数评价体系建构,采用主客观组合赋权方法,构建了一个三级可测量的国际大都市翻译能力指数评价体系,并选取24个国内外代表性国际大都市为样本,进行指数测算,提出相关思考。本研究有利于进一步丰富翻译能力研究的主体维度,完善城市能力评价,并助力国际大都市形成以翻译能力建设为抓手,提升城市治理水平与综合竞争力的新路径。This study draws on insights from economics,linguistics,and translation studies concerning global cities,urban/foreign language capacity,and national translation capacity,integrating findings from urban capacity evaluation studies to define the conceptual framework and key components of“translation capacity of global cities”.Moreover,it develops an index evaluation system through collaboration with experts from government,industry,and academia.By employing a combined subjective-objective weighting method,it establishes a measurable three-tier index system to evaluate the translation capacity of global cities.The system is applied to a sample of 24 representative global cities,both domestic and international,producing index calculations and generating actionable insights.This research expands studies on translation actors,refines urban capacity evaluation methodologies,and offers a strategic pathway for global cities to leverage translation capacity in enhancing governance and overall competitiveness.
