摘　　要：针对高校实验室安全检查工作的现实困境,该文在分析协同治理理论与高校实验室安全检查工作契合性的基础上,以有效发现并排除隐患为目标,通过以下措施构建了高校实验室安全检查体系,包括一体落实安全检查和隐患整改责任、设定权责匹配的岗位职责、开展危险源识别及其管控和应急措施建设、形成多层次安全检查机制和闭环式隐患整改机制,以及安全检查全过程管理的信息化管理系统建设。实践运行后证明,该体系有效落实了安全管理责任,加强了检查的精准性、节约了检查成本、提高了检查效率,形成了学校实验室安全工作协同联动机制,为持续提升实验室安全管理的规范性和长效性奠定了基础。[Objective]Safety inspections in university laboratories are essential for maintaining safety standards,implementing policies,promoting safety awareness,sharing experiences,eliminating potential safety hazards,and preventing accidents.These inspections help universities to remove potential safety risks in laboratories.However,challenges persist due to issues such as staff qualifications,inspection scope,methods,tools,and management mechanisms.As a result,safety inspections in university laboratories face practical challenges,and the frequent occurrence of safety accidents has not been effectively addressed.Therefore,establishing a systematic and standardized laboratory safety inspection and underlying hazard elimination system is of great practical importance.Such a system should aim to develop an effective normalized working mechanism.[Methods]The laboratory safety inspection and underlying hazard elimination system is a systematic project that requires the cooperation of multiple stakeholders.It embodies the principles of collaborative governance theory,which features four distinct characteristics.First,while the system involves various stakeholders with potentially conflicting interests,they share the same fundamental goal.Second,inspection and rectification efforts rely on the active interaction between these stakeholders,enabling the system to adapt and self-regulate.Thus,the collaborative governance theory is applicable to the construction of a university laboratory safety inspection system.[Results]By adhering to a people-oriented concept and emphasizing technology service leadership,guided by the theory of collaborative governance and relying on whole-process information management,a laboratory safety inspection system has been constructed tailored to the specific needs of the university.This system systematically addresses key issues in laboratory safety inspections and underlying hazard elimination.It provides clear solutions to questions such as the responsibilities of each stakeholder,what to inspect,
