摘  要:我国公共部门的数字化转型已经进入由顶层设计和制度化方案自上而下驱动的阶段。及时分析、提炼各地方、各层级数字化转型牵头机构行之有效的工作机制,通过比较互鉴和动态优化来提升其创造性执行的能力,是推动数字中国整体布局规划落地见效的关键支撑。本研究聚焦一个设区市的数字化转型牵头机构在近三年时间内筹备、建立和持续开展工作的过程,在对话新制度主义“效率一合法性”理论和综合已有文献经验观察的基础上,提出三个分阶段的理论命题;然后基于对多源、动态质性素材的纵向案例分析,检验了理论命题对牵头机构工作机制演化的解释力,揭示了不同工作机制与组织外部环境和关键事件间的联系,探索了不同工作机制所适用的边界以及工作机制转变的触发条件。The digital transformation of China's public sector has entered a stage characterized by top-down leadership and guided by strategic designs and institutionalized plans.Analyzing and refining the effective working mechanisms of leading agencies for digital transformation at various levels and in different regions,and enhancing creative execution capabilities through comparison,mutual learning,and dynamic optimization are essential for supporting the implementation and effectiveness of the overall Digital China Strategy.This study examines the preparation,establishment,and continuous work of a leading agency for digital transformation in a prefecture-level city over the recent three years.Drawing on the efficiency-legitimacy theory from neo-institutionalism and the synthesis of existing literature and empirical observations,the study presents three theoretical propositions organized into distinct phases.The study then conducts a longitudinal case analysis of multi-source and dynamic qualitative materials to test the explanatory power of the theoretical propositions regarding the evolution of the leading agency's working mechanisms.The analysis identifies the connections among different working mechanisms,the external environment,and key organizational events,and explores the conditions under which different working mechanisms are applicable as well as the factors that trigger their transformation.
