珠三角城市群地质灾害风险区划与用途管制研究

摘  要:地质灾害严重威胁人民安全和社会发展,但目前区域性风险评估还不够完善。该文选取地质灾害频发的珠江三角洲地区为研究对象,建立易发性、危险性、易损性评价体系,得到风险评价结果,提出用途管制方法与建议。研究发现,研究区地质灾害高易发区面积占比18.66%,高危险区面积占比14.76%,高易损区面积约占30%,整体具有高易发、高危险、高易损的特点。研究区地质灾害风险呈现出中部较高、东部和西部较低的总体特征,高风险区面积达到4370.89 km^(2),主要集中在广州、佛山、深圳等市。该文基于风险防范优先、规划合理引导、分级分类管控等用途管制原则,从边界管控、功能管制、审批管理三个方面提出管制措施,为珠三角地区地质灾害防治提供理论依据。Geological hazards pose a threat to people’s lives,property,and social development,but research on risk zoning at the regional level is not yet systematic.The Pearl River Delta,a region prone to frequent geological hazards,is selected as the study area,and an evaluation system for susceptibility,hazard and vulnerability is established.The risk assessment results are obtained and recommendations for land-use control are proposed.It is shown in the study that the area of high susceptibility to geological hazards accounts for 18.66%,high hazard areas make up 14.76%,and highly vul⁃nerable areas account for approximately 30%.Overall,the region exhibits characteristics of high susceptibility,high haz⁃ard,and high vulnerability.The risk of geological hazards in the study area shows a pattern of higher risk in the central re⁃gion,and lower risk in the eastern and western regions.The high-risk area covers 4370.89 km^(2),primarily concentrates in cities such as Guangzhou,Foshan,and Shenzhen.Based on the principles of risk prevention priority,rational planning guidance,and graded and classified management,control measures are proposed in three areas as boundary control,func⁃tional control,and approval management.These measures provide a theoretical basis for the prevention and control of geo⁃logical hazards in the Pearl River Delta region.
