美日澳菲小多边安全合作的同盟化倾向

摘　　要：近年来,美国整合升级“印太”小多边合作体系,谋求汇聚盟友资源,打造安全合作框架进而对华施加“一体化威慑”。作为新的战略前沿,美国联合日本、澳大利亚和菲律宾三国组建“美日澳菲”四方机制(Squad),旨在重铸岛链遏华包围圈,严密遏制中国“向海图强”。美日澳菲通过构筑价值规范、塑造外部威胁、聚焦合作议题和建设常态机制等路径不断推进四方合作的机制化,使之呈现出同盟化趋势,向针对中国的集体威慑机制演进。然而,这一小多边合作亦面临机制维系、联盟管理、政策产出等内生性问题掣肘以及域内国家战略自主性牵制等外部制约,在短期内难以升级为正式军事同盟。Since the Biden government came to power,the United States has integrated and upgraded its"Indo-Pacific"minilateral cooperation system,aiming to gather the resources of allies and create a security cooperation framework to exert integrated deterrence"against China.As a new strategic frontier,the United States,in collaboration with Japan,Australia,and the Philippines,formed the US-Japan-Australia-Philippines Quadrilateral Security Cooperation Mechanism,aiming to reshape the island chain to contain China.Through the construction of value norms,the shaping of external threats,the focusing of cooperation issues,and the regularization of the dialogue mechanism,the US-Japan-Australia-Philippines minilateral cooperation continues to promote the institutionalization of the quadrilateral dialogue and cooperation.Though it is not yet mature,it already has a tendency for alliance.However,the US-Japan-Australia-Philippines minilateral cooperation is also facing endogenous problems such as mechanism maintenance,alliance management,and policy output,as well as constraints on the strategic autonomy of the countries in the region,which makes it difficult to upgrade it into a formal military alliance in the short term.In this regard,China should be highly vigilant in maintaining strategic communication and cooperation with the relevant countries while also adhering to bottom-line thinking to safeguard regional security and stability as well as national security interests.
