摘　　要：近三年来,在乌克兰危机的冲击下,中亚地区日益成为大国地缘政治博弈的枢纽。英国再次重视其曾经冷淡对待的中亚地区。究其原因,既有实现“全球英国”战略、保障自身及盟友的能源与资源安全的内在驱动,也有因应中亚地区地缘战略价值日益凸显和美、欧中亚战略变化等外部环境的主观考量。为此,英国对中亚的政策有了较大调整,新的政策重拾价值观导向,增进英国与中亚国家的共识;以发展援助为中心,加强与中亚国家的合作;推动中亚国家与俄脱钩,削弱俄罗斯的地区影响力。然而,英国综合国力的持续下降使其实现政策目标的能力受限,加之中亚局势较为复杂、大国在中亚的博弈加剧,英国的新中亚政策很难完全付诸实践,其前景仍然具有很大的不确定性。In the past three years,under the impact of the Ukraine crisis,Central Asia has increasingly become a hub for geopolitical games among major countries.Thus,the UK government once again attaches importance to the Central Asian region.The reasons are not only the domestic drive to implement the"Global Britain"strategy,the guarantee of energy and resource security for the UK and its allies,but also considerations of the external environment,such as the growing importance of the geostrategic value of the Central Asian region and the changes in the Central Asian strategies of the US and Europe.The UK has made major adjustments to its policies toward Central Asia.The new policies have regained their value orientation and enhanced the consensus between the UK and Central Asian countries;they have strengthened cooperation with Central Asian countries with development aid as the center;and they have promoted the decoupling of Central Asian countries from Russia and weakened Russia's regional influence.However,the continuing decline of Britain's comprehensive national strength has limited its ability to achieve its policy goals.Moreover,the situation in Central Asia is relatively complex,and the game between the great powers in Central Asia has intensified.It is difficult for Britain's new Central Asia policy to be fully implemented,and its prospects are highly uncertain.
