城市社区一体化治理的模式、困境与发展路径——基于S市L片区的案例考察

摘　　要：以结构功能主义为研究视角,构建“结构—功能—角色”三维分析框架,考察S市L片区的一体化治理在推动结构耦合、提升治理功能和明确角色定位中的实践模式。研究发现,当前一体化治理在实践中仍面临结构耦合失调、功能分布失衡和多重角色冲突等困境。应从打造“党政强、社会强”的均衡型治理结构、提升社区服务精细化水平和完善协同共治的参与生态3方面着手,推动城市社区一体化治理的发展。Adopting a structural functionalist perspective,this study intends to construct a three-dimensional analytical framework of"structure-function-role"to explore the practice of integrated governance in enhancing structural coupling,optimizing governance functions,and clarifying role positions in L district of S City.The study reveals that integrated governance continues to face challenges or dilemmas like structural coupling maladjustment,functional maldistribution and multiple role conflicting,etc.To address the challenges above,it is imperative to advance and refine integrated governance by focusing on the following three aspects:establishing a balanced governance structure characterized by both strong party-government leadership and robust societal participation,enhancing the refinement of community services,and fostering a participatory ecology for collaborative governance.
