摘  要:完善立德树人机制,推进大中小学思政课一体化改革创新,对于健全德智体美劳全面培养体系具有重大战略意义。基于政策工具视角构建教育政策三维理论分析框架,对建国以来我国大中小学思政课一体化建设的教育政策文本进行分析。研究发现:我国大中小学思政课一体化建设的教育政策经历了重建与探索、改革与完善、丰富与整合、创新与深化等四个时期。具体体现从德育一体化到思政课一体化,政策工具逐渐多元化,其始终坚持核心价值导向的价值属性,内容建设维度从单一匮乏到多元协同发展。推动大中小学思政课一体化建设需要加强顶层设计与政策支持,升级综合支撑平台与资源,推动数字技术驱动与创新应用,从整体实践视角提高大中小学思政课一体化建设的教学质量和水平。It is of greas strategic singnificance to improve the mechanism of moral education and fostering virtue,advance the integrated reform and innovation of ideological and political courses in primary,secondary and higher education,and establish a comprehensive cultivation system that encompasses moral,intellectual,physical,aesthetic and labor education.Based on the perspective of policy tools,this paper constructs a three-dimensional theoretical analytical framework for education policy and analyzes the educational policy texts regarding the integrated construction of ideological and political courses in primary,secondary,and higher education since the founding of the People's Republic of China.The study finds that the educational policies for the integrated construction of ideological and political courses have undergone four phases:reconstruction and exploration,reform and improvement,enrichment and integration,and innovation and deepening.Specifically,the policies have evolved from moral education integration to the integration of ideological and political courses,with policy tools becoming increasingly diversified while consistently adhering to core value orientations.The content construction has shifted from being singular and lacking to multi-faceted and collaboratively developing.Promoting the integrated construction of ideological and political courses in primary,secondary,and higher education requires strengthening top-level design and policy support,upgrading comprehensive support platforms and resources,leveraging digital technology for innovative applications,and enhancing the teaching quality and standards from an overall practical perspective.
