多重制度压力对绿色技术创新效率提升的影响--基于制度逻辑理论的动态QCA分析

摘　　要：基于制度逻辑理论与组态视角,建立包含“规范压力、模仿压力、强制压力”的多重制度压力分析框架。研究发现:①单一制度压力要素并非绿色技术创新效率提升的必要条件;②识别出6种绿色技术创新效率提升的制度逻辑组态,包括舆论—金融—规制型外源制度逻辑组态(S_(1))、规制—成本型内源制度逻辑组态(S_(2))、处罚—金融型混合制度逻辑组态(S_(3))、强制—规范型混合制度逻辑组态(S_(4))、处罚型制度逻辑组态(S_(5a)与S_(5b));③6种制度逻辑组态的3个演变节点分别出现在2013、2016和2019年,随着时间推移,行政处罚压力的重要性不断凸显,并趋向于成为主导制度压力;④综合来看,组态S_(4)、S_(5a)、S_(5b)是推动绿色技术创新效率提升的多元制度逻辑的关键演变方向。运用动态定性比较分析法,展现3种制度压力之间的复杂作用及其构成的多元制度逻辑动态演变趋势,为政府制定绿色技术创新政策提供参考。Currently,green development has emerged as a global mainstream trend,and green technology innovation has become a significant means to alleviate the contradiction between economic development and environmental pollution.Identifying the key elements to promote green technology innovation and improving the efficiency of green technology innovation are of great significance to the ultimate goal of"lucid waters and lush mountains are invaluable assets".Existing research has conducted in-depth studies on various external conditions(such as environmental regulation,market competition,market complexity,etc.)and internal conditions(such as innovation orientation,environmental strategy,brand positioning,environmental awareness of managers,etc.)of green technology innovation.Among these factors,institutional pressure is seen as the key factor affecting green technology innovation.Although previous studies have answered what factors influence the improvement of the efficiency of green technology innovation,they cannot explain why regions with different levels of institutional pressure can also improve the efficiency of green technology innovation.Therefore,it is not enough to understand the impact of institutional pressure on the improvement of the efficiency of green technology innovation from a single factor perspective.Institutional logic theory believes that the institutional environment in which organizations are located is a mixture of separate and competing multi-dimensional institutional logics,and the changes in the efficiency of green technology innovation are the organizational selective response to multi-dimensional institutional logics.Against this backdrop,identifying the multiple institutional logics that impact the improvement of green technology innovation efficiency under different institutional environments and analyzing the dynamic evolution mechanism of multiple institutional logics are key to further improving the efficiency of green technology innovation,and the emergence of the configurational resear
