摘 要:人才是加快形成新质生产力的第一资源,创新人才竞争力评估已成为推动高质量发展和建设科技强国的关键抓手。基于创新人才规模、结构、效能和环境等维度,全面构建区域创新人才竞争力评价指标体系,考察2010—2021年我国内地31个省份创新人才竞争力水平,并探究区域创新人才竞争力时空演变及空间收敛。研究发现:区域创新人才竞争力水平表现出与地区经济发展高度一致的“东强西弱”梯队化分布;区域创新人才竞争力不均衡程度主要来源于东部与西部以及东部与东北区域之间;区域创新人才竞争力差距呈现逐步缩小趋势,并收敛至稳态水平,区域差距缩小是由于“领头羊”降速而非“追赶者”提速。最后提出,各区域应优化创新环境,构筑创新人才集聚的“磁力场”,增强中心区域对周边区域的辐射带动作用,强化区域间创新协作和产业协同发展,为发展新质生产力增添“智慧”动能。Innovative talent is the foremost resource for accelerating the development of new quality productive forces and securing a comparative advantage in international scientific and technological competition.The ability of a country or region to excel in the intense global competition of science and technology largely hinges on the competitiveness of its innovative talent.Currently,the assessment of the competitiveness of innovative talent has increasingly become central to shaping regional competitive advantage,aiding in understanding the true state of innovative human resources.Some scholars have carried out a series of investigations on the competitiveness of regional innovative talents,mainly focusing on the cultivation of innovative talents,talent selection and talent growth path.On the whole,in terms of index system construction,existing studies pay more attention to talent's own development,talent introduction,talent input and output,and development environment,and there is a lack of multi-dimensional system construction of regional innovative talent competitiveness evaluation index system from the scale,structure,efficiency and development environment of innovative talents.From the perspective of research scope,most studies are analyzed from the perspective of a single region or province,while few scholars assess the status quo and differences of inter-regional innovative talent competitiveness from the full perspective of China's 31 provinces and four major economic regions.From the perspective of time span,most of the existing studies focus on the horizontal comparison of inter-regional talent competitiveness with cross-sectional data,while few studies on the spatio-temporal evolution trend of regional innovation talent competitiveness index in a longer time span.In addition,there is a scarcity of research that focus on the regional heterogeneity and spatial convergence of the competitiveness of innovative talents in China.In light of these gaps,this study takes the period of 2010-2021 as the research inter
