摘　　要：医疗数据要素作为数据要素的重要组成部分,已经成为影响医疗健康行业高质量发展的重要因素。本研究通过文献调研与案例分析等方法,梳理了健康医疗数据要素的发展历程,提出了“健康医疗数据要素流通框架体系”的组成和功能定位,阐述了健康医疗数据要素在“数据资源化-数据资产化-数据产品化”3个层面转化过程中面临的挑战,并提出对策建议,旨在为新时代下医疗健康行业高质量发展提供有益参考。As an important component of data elements,medical data elements have become a significant element influencing the high-quality development of medical and healthcare industry.Through literature research and case analysis,this paper reviews the development process of healthcare and medical data elements,proposes the composition and functional positioning of the“healthcare and medical data elements circulation framework system”,elaborates on the challenges faced by healthcare and medical data elements in the three-level transformation process of“data resourcedata asset-data product”,and puts forward countermeasures and suggestions,aiming to provide useful references for the high-quality development of the medical and healthcare industry in the new era.
