数字时代社会保障多方利益冲突的协调机制研究

摘　　要：在数字时代背景下,数字经济正在以数据要素为新型生产要素、以数字技术为核心推动力、以数字平台为基础载体,推进与实体经济的深度融合,重构经济增长和劳务关系的新型经济形态。立足数字技术、数据要素和数字平台三大核心要素,从理论层面阐释数字时代背景下数字经济给多方主体带来的机遇、挑战以及利益冲突,可以发现,数字经济的发展通过劳动互补效应、岗位替代效应、岗位创造效应、涟漪效应和生产率提升效应等引致异质性劳动者之间利益冲突,通过雇主责任规避、监管责任转移和劳动过程控制等渠道引致新业态从业者与平台企业之间的利益冲突。基于社会保障,实行明确劳工法律身份、完善社会保险制度以及引入全民基本收入等协调政策,能够缓解由数字经济引致的多方利益冲突。In context of the digital era,digital economy is taking data factor as a new type of production factor,digital technology as the core driving force,and digital platforms as the basic carrier,to promote deep integration with the real economy and reshape a new economic form of economic growth and labor relations.This paper is based on three core elements of digital technology,data factors and digital platform,and expounds on the opportunities,challenges and conflicts of interests among various stakeholders in the digital economy from the theoretical perspective.The research viewpoint of this paper believes that the development of digital economy leads to conflicts of interests among heterogeneous workers through the complementary effect of labor,the substitution effect of job positions,the creation effect of job positions,the ripple effect,and the productivity improvement effect,and through channels such as employer responsibility avoidance,regulatory responsibility transfer,and control of the labor process to lead to conflicts of interests between new economy workers and platform enterprises.In order to alleviate the conflicts of interests arising from digital economy,this paper puts forward coordinating policies from the perspective of social security,such as clarifying the legal identity of laborers,improving social insurance systems,and introducing universal basic income.
