摘　　要：新型城镇化是我国区域协调发展战略的重要依托,对我国推进高质量发展和全国统一大市场建设具有重要意义。我国新型城镇化内涵特征因不同历史阶段在建设载体、建设内容和建设功能嬗变等方面具有应时而动的发展特征。本文基于工农城乡互动关系的动态调整,提出农业支持工业、工农相互促进、工业反哺农业和城乡融合发展四种不同城镇化基本方略,并阐释了我国新型城镇化发展的时代价值。最后,基于“特征演化-问题导向-战略构想-制度供给”的逻辑主线,从宏观形态和微观主体两个层面进行系统性战略构思,提出新型城镇化发展中制度供给上“破立并举”的具体建议,以高质量发展实践来持续探索新型城镇化发展道路。New urbanization is an important basis for China's regional coordinated development strategy,and is of great significance to China's promotion of high-quality development and the construction of a unified large market.The connotation and characteristics of China's new urbanization evolve with the changes in construction carriers,construction content and construction functions at different historical stages,and thus exhibit development features that adapt to the times.Based on the dynamic adjustment of the interactive relationship between industry and agriculture,this article forms four different urbanization strategies:agriculture supporting industry,mutual promotion of industry and agriculture,industry reciprocating agriculture,and integrated urban-rural development,and explains the contemporary value of China's new urbanization development.Finally,following the logical thread of "characteristic evolution-problem orientation-strategic thinking-institutional supply",the study presents systematic strategic ideas from the perspectives of macro morphology and micro subject,and thus suggestions for "demolition and construction together" in institutional supply are proposed to continuously explore the path of new urbanization development through high-quality development practices.
