In 2008,English Heritage’s Conservation Principles,Policies and Guidance for the Sustainable Management of the Historic Environment officially incorporated‘managing change’into its definition of conservation concerning immovable cultural heritage, sparking intense debate over the relationship between conservation and change,as well as between conservation and management of change. Some scholars argue that conservation is essentially a form of the management of change, while others disagree, asserting that the essence of conservation lies in preserving the continuity and integrity of heritage. This paper traces the shift from preservation to conservation, highlighting how‘conservation’has gradually supplanted‘preservation’as the dominant term in English discourse. This shift is closely linked to changes in approaches to natural resource management.Drawing on linguistic and pragmatic studies, the paper argues that in English,‘conservation’primarily denotes protection and preservation, while also carrying a secondary connotation of wise use. This secondary meaning has linked the English concept of conservation to utilization, development, sustainability, and the management of change. As early as the late 15th century, the English term‘conservation’had already acquired a semantic emphasis on wise use, referring to the management of natural resources, including human-modified ones, with an emphasis on maintenance within the context of development and utilization.By the early 20th century, particularly from the 1950s onward, the rise of utilitarian environmentalism facilitated the gradual adoption of this management approach in thefield of immovable cultural heritage. This article further examines the emergence and evolution of the English conservation concept in the management of immovable cultural heritage.During the mid-1960s,heritage management in England had shifted from preservation to conservation, primarily driven by a growing emphasis on managing historic districts and towns in a way that not only preserved in
