摘　　要：提升高校基层党组织政治功能,是巩固“两个确立”、深化“四个意识”、践行“两个维护”的重要途径,有利于驱动治理创新,引领高校基层党组织领导方式和工作方式变革,赋能教育发展,助力高等教育质量提升与人才强国战略实施。高校基层党组织政治功能主要涵盖政治领导、政治动员、政治传播、政治监督四大功能,它们相互关联、紧密衔接,共同构成一个有机整体。以实证调研为基础,深入分析新时代我国高校基层党组织政治功能建设面临的现实困境,探索坚持党对高校的集中统一领导,发挥基层党组织的政治领导功能;彰显基层党组织政治动员独特优势,汇聚师生力量共筑发展共识;深化基层党组织政治传播内容创新,运用大数据技术丰富传播形式;完善基层党组织监督评价机制建设,以高质量党建引领高校全面发展等有效路径。Enhancing the political function of grassroots party organizations in universities is an important way to consolidate the"two establishments",deepen the"four consciousnesses",and practice the"two upholds".It is conducive to driving governance innovation,leading the transformation of leadership and work methods of grassroots party organizations in universities,empowering educational development,and helping to improve the quality of advanced education and implement talent powerhouse strategy.The political functions of grassroots party organizations in universities mainly include four major functions:political leadership,political mobilization,political communication,and political supervision.They are interrelated and closely linked,forming an organic organization.On the basis of empirical research,this paper makes a thorough analysis of the practical difficulties faced by the construction of the political functions of grassroots party organizations in universities in the new era,explores and adheres to the centralized and unified leadership of the party over universities,and gives full play to the political leadership functions of grassroots party organizations.Highlight the unique advantages of grassroots party organizations in political mobilization,gather the strength of teachers and students to jointly build a consensus on development.Deepen the innovation of political communication content in grassroots party organizations,and use big data technology to enrich communication forms.Improve the construction of supervision and evaluation mechanisms for grassroots party organizations,and lead the comprehensive development of universities with high-quality party building as an effective path.
