摘 要:气候变化是人类共同面临的非传统安全威胁之一,给韧性城市治理带来更严峻的挑战。为了从应对气候变化的角度,寻求推进中国韧性城市治理的路径,从暴露度、敏感性和适应性三个方面构建指标体系,研究2022年中国大陆296座地级及以上城市的气候韧性空间格局。研究发现:中国城市气候韧性空间格局大致在胡焕庸线方向上呈团块状,纬度越高,越靠西北,城市的气候韧性越低;珠三角、长三角、京津冀、成渝等城市群集中了绝大多数气候韧性较高的城市;中国城市气候适应性普遍偏低,气候韧性空间格局主要由气候敏感性和气候暴露度决定;中国城市气候暴露度整体上呈现出南方优于北方,东部和中部优于西部和东北的特征。未来可以从平台搭建、区域产业协同、主体协作、应急、考核激励等六个方面着力提升中国气候韧性城市治理能力,更好应对全球气候变化风险。Climate change represents a non-traditional security threat confronting humanity,posing escalating challenges to the governance of resilient cities.To identify pathways for advancing climate-resilient urban governance in China from a climate change perspective,this study establishes an indicator system based on three dimensionsexposure,sensitivity,and adaptabilityto analyze the spatial pattern of climate resilience across 296 prefecture-level and higher cities in China's Mainland by 2022.The findings reveal the following:the spatial pattern of urban climate resilience aligns closely with the Hu Line(Hu Huanyong Line),exhibiting clustered distributions where cities at higher latitudes and northwestern regions demonstrate lower resilience.Major urban agglomerations,including the Pearl River Delta,Yangtze River Delta,Beijing-Tianjin-Hebei,and Chengdu-Chongqing regions,concentrated the majority of high-resilience cities.Urban climate adaptability remains underdeveloped,with spatial resilience patterns shaped predominantly by climate sensitivity and exposure.A distinct north-south and east-west disparity characterize climate exposure,with southern,eastern,and central regions outperforming their northern,western,and northeastern counterparts.To address these challenges,future efforts should prioritize six strategic areas:platform development,regional synergy,industrial synergy,multistakeholder collaboration,emergency preparedness,performance evaluation,and incentive mechanisms.This integrated approach aims to enhance China's capacity for climate-resilient urban governance and to mitigate the risks associated with global climate change.
