摘　　要：中国高校战略规划走过了初步萌芽期、自发探索期、全面开展期,从“十四五”规划起,开始走向规范发展期。基于对32所高校“十四五”规划制定与实施情况的调查,本研究提出在“十五五”规划制定中,要总结分析过去、现在与未来,从几个方面入手:基于常识、理性和事实,深刻认识战略规划;精准分析战略环境,既要关注变、又要关注不变,不同类型高校要关注不同的影响因素;创新规划研制范式,关注战略目标、战略主题和战略行动,实行弹性规划;将“战略规划-战略执行-评估调整”等环节无缝对接,实施战略闭环管理。The strategic planning of Chinese universities has gone through a period of initial germination,spontaneous exploration,comprehensive development,and has begun to move towards a period of standardized development since the"14th Five-Year Plan".Based on the investigation of the formulation and implementation of the"14th Five-Year Plan"of 32 universities,this study proposes that in the formulation of the"15th Five-Year Plan",it is necessary to summarize and analyze the past,present and future,and start from several aspects:a deep understanding of strategic planning based on common sense,rationality and facts;accurate analysis of the strategic environment,paying attention to both changes and constants,and different types of universities should pay attention to different influencing factors;innovate the development paradigm of planning,focus on strategic objectives,strategic themes and strategic actions,and implement flexible planning;seamlessly connect the links of"strategic planning-strategy implementation-evaluation and adjustment"to implement strategic closed-loop management.
