摘　　要：面对外部环境压力不断加大、内部经济困难增多的严峻形势,随着数字经济的飞速发展,数字化转型成为促进企业创新发展、增强长期可持续发展的新动力,中小企业作为技术创新的重要力量,其数字化转型是制造业高质量发展的重要组成部分,是推进新型工业化、建设现代化产业体系、保持经济稳定增长的坚实基础。党和政府高度重视中小企业数字化转型,多维度探索支撑中小企业高质量发展的政策体系,推进以城市试点的形式打造数字化转型生态引导中小企业开展数字化转型。本文通过解读国家引导政策、研究各省市中小企业数字化建设推进情况、分析中小企业数字化转型现状,以天津市滨海新区中小企业数字化转型推动模式为案例,进一步提出长期、稳定促进中小企业数字化转型方式及路径。In the face of the severe situation of increasing external environmental pressure and increasing internal economic difficulties,with the rapid development of digital economy,digital transformation has become a new driving force to promote the innovative development of enterprises and enhance the long-term sustainable development.Small and medium-sized enterprises,as an important force in technological innovation,are an important component of the high-quality development of the manufacturing industry.It is a solid foundation for promoting new industrialization,building a modern industrial system,and maintaining stable economic growth.The Party and the government attach great importance to the digital transformation of small and medium-sized enterprises,explore policy systems to support their high-quality development from multiple perspectives,and promote the creation of a digital transformation ecosystem through urban pilot projects to guide small and medium-sized enterprises in carrying out digital transformation.By understanding the national guidance policy,studying the promotion of digital construction of small and medium-sized enterprises in various provinces and cities,analyzing the current situation of digital transformation of small and medium-sized enterprises,taking the promotion model of small and medium-sized enterprises in Tianjin Binhai New Area as a case,this paper further proposes the long-term and stable promotion of digital transformation of small and medium-sized enterprises.
