摘  要:教育数据治理不仅是大数据时代推进教育领域系统性变革的重要支撑,也是发挥教育数据价值、防范教育数据隐私泄露等安全风险的重要保障。为推进全球教育数据治理,联合国教科文组织发布了《关注数据:保护学习者的隐私和安全》报告,报告对数字化时代各方群体如何应对数据隐私安全和管理问题提出了一系列可行方案。这些方案构建了“以人为本”的教育数据治理生态系统,将“人”作为政策规划的主要导向,设计了以学习者数据安全为目的的保护框架,确保了学习者和教育者具备数据保护的意识与技能,为教育决策者和教育者提供了多方位资源支持。基于以上方案的启发,提出构建“以人为本”的教育数据治理生态系统的建议,以期为我国健全教育数据治理体系提供参考。Educational data governance is not only an important support for promoting systematic changes in the field of education in the era of big data,but also an important guarantee for exerting the value of educational data and preventing security risks such as privacy disclosure of educational data.In order to promote global education data governance,UNESCO has published the report Minding the data:Protecting learners’privacy and security,focusing on a series of feasible solutions for all groups in the digital age to deal with data privacy security and management issues.These programs have built a“people-oriented”ecosystem of educational data governance,taking“people”as the main orientation of policy planning,have designed a protection framework for learners’data security,have ensured the awareness and skills of data protection for learners and educators,and have provided multi-directional resource support for educational decision makers and educators.Inspired by these programs,suggestions are put forward for constructing a“people-oriented”education data governance ecosystem,in the hope of providing references for improving the education data governance system in China.
