创新型产业集群对绿色发展的影响及机制分析

摘　　要：绿色发展与科技创新密切相关,但与创新型产业集群存在何种关系尚需进一步探讨。将创新型产业集群试点政策作为“准自然实验”,基于2006—2021年全国281个地级及以上城市面板数据,使用多时点双重差分模型检验创新型产业集群试点政策对绿色发展的影响及机制。研究发现,创新型产业集群试点政策具有显著的绿色经济效应,并通过科技创新效应、产业集聚效应、信号传递效应等提高绿色发展水平。异质性分析表明,创新型产业集群试点培育政策也可以促进绿色发展,试点政策对非资源型城市、长江流域与黄河流域城市、西部地区的政策效果更为显著。应充分发挥创新型产业集群对绿色发展的促进作用,加快创新型产业集群绿色创新体系建设,进一步提高绿色发展水平。Green development is closely related to scientific and technological innovation,but the relationship between green development and innovative industrial clusters needs to be further explored.Based on the panel data of 281 cities at and above the prefecture level in China from 2006 to 2021,this paper uses a multi-time difference-in-difference model to test the im-pact and mechanism of the pilot policy of innovative industrial clusters on green development.The results show that the pilot policy of innovative industrial clusters has a significant green economic effect,and promotes green development through scien-tific and technological innovation effect,industrial agglomeration effect,signal transmission effect,etc.Heterogeneity analysis shows that the pilot cultivation policy of innovative industrial clusters can also promote green development,and the policy ef-fect of the pilot policy is more significant for non-resource-based cities,cities in the Yangtze River Basin and the Yellow River Basin,and the western China.The policy implications of this study are that we should give full play to the role of innovative industrial clusters in promoting green development,accelerate the construction of green innovation system of innovative indus-trial clusters,and further improve the level of green development.
