大学赋权二级院系的影响因素研究——基于大学校院资源配置影响因素的实证分析

摘　　要：大学赋权二级院系,最重要的是把办学资源的配置权以适当的方式让渡给院系,从而促进院系的自我成长和发展。以B市29所大学为样本,以大学校院资源配置的影响因素为自变量,人、财、物和学科等资源在校院之间的配置情况为因变量,研究大学校院资源配置与其影响因素之间的关系。经过因子分析和岭回归分析后发现,学校层次、教职员工规模、学校办学经费预算、生均经费和院系内设机构运行5个因素与大学校院资源配置呈正相关关系。大学赋权二级院系,要从必要性、可行性和诱致性三个方面,综合考量和研判学校的办学层级、办学规模、办学经费、二级院系的治理能力以及学术群体的力量等因素,做出科学的规划。The most important thing for universities to empower secondary colleges is to transfer the allocation of educational resources to colleges in an appropriate way,thereby promoting their self growth and development.Using 29 universities in B city as the sample,this study investigates the relationship between the allocation of University-college resources and its influencing factors.The independent variable is the influencing factors of power allocation in university-colleges,and the dependent variable is the power allocation in them based on human resources,finance,material resources,and academic disciplines among universities.After factor analysis and ridge regression analysis,it was found that there is a positive correlation between the allocation of university-college resources and five factors:the educational level of a university,faculty and staff scale,operating budget,per student budget,and the operation of internal institutions within colleges.The empowerment to colleges in universities should be comprehensively considered from three aspects:the necessity,feasibility,and inducement.Factors such as the educational level,scale,funding,governance capacity of secondary colleges,and the strength of academic groups should be comprehensively considered and evaluated to make scientific plans.
