摘　　要：国家治理视域下推进教育、科技、人才一体化发展具有其内在的价值意涵。在新的历史发展机遇下,教育、科技、人才一体化发展掣肘于“先天失衡”的历史基础、结构失调的人才因素以及技术“黑箱”的现实境况。因此,探析教育、科技、人才一体化发展的治理结构,应充分考虑治理目标、治理过程与治理机制的统一,厘清一体化发展的共生逻辑,以一体化发展实现“善治”的治理目标,完善有机统一的治理过程,强化有益驱动的治理机制。立足全局发展,实现对全方面、多领域、多层次的统筹规划,在时代方位、价值导航、制度统合、主体行动方面实现国家治理路径的优化与治理模式的变革,为切实全面地推进教育、科技、人才一体化发展提供强劲而有力的实施路径。Promoting the integrated development of education,science and technology,talents from the perspective of national governance has its inherent value.Under the new historical development opportunities,the integrated development of education,science and technology,and talents is constrained by the historical context of“congenital imbalance”,the talent factor of structural imbalance,and the practical situation of technology“black box”.Therefore,to explore the governance structure of the integrated development of education,science and technology,and talents,it is necessary to fully consider the alignment of governance objectives,governance processes,and governance mechanism.It is essential to clarify the symbiotic logic of integrated development,achieve the governance goal of“good governance”through integrated development,improve the organic and unified governance process,and strengthen the incentive-driven governance mechanism.This study suggests basing efforts on overall development and achieving comprehensive planning across all aspects,multiple fields,and various levels,optimizing the national governance path and reforming governance modes in terms of era orientation,value navigation,system integration,and proactive actions,so as to provide a robust and effective implementation path for?practically and comprehensively advancing the integrated development of education,science and technology,and talents.
