摘　　要：目的/意义以深圳市为例,探讨其释放医疗健康数据价值的实践路径。方法/过程基于PEST分析框架,结合政策文件、案例调研和深圳数据交易所等实践,系统分析深圳市在数据治理、产业生态、社会信任和技术创新方面的探索,总结其经验与不足。结果/结论深圳市建立“1+N”治理框架,推动医疗健康数据市场化和隐私计算技术应用,形成医疗健康数据要素化范式。应进一步强化制度协同与监管创新、构建应用场景驱动的医疗健康数据交易多方协同机制、加强标准化建设、培育要素流通新模式,以释放医疗健康数据价值,为医疗健康数据要素化提供参考。Purpose/Significance To explore practical paths of unleashing the value of healthcare data taking the city of Shenzhen as a case study.Method/Process Based on the PEST analysis framework,combined with policy documents,case studies,and Shenzhen Data Exchange practices,the exploration in data governance,industrial ecology,social trust,and technological innovation in the city of Shenzhen are analyzed,and experience and shortcomings are summarized.Result/Conclusion A“1+N”governance framework is established in Shenzhen,to promote the marketization of healthcare data and the application of privacy computing technology,and form a paradigm for the elementization of healthcare data.The institutional coordination and regulatory innovation should be further deepened,a multi-party coordination mechanism for healthcare data transactions driven by application scenarios should be established,data standardization should be strengthened,and a new model for data element circulation should be cultivated to unleash the value of healthcare data and provide reference for the elementization of healthcare data.
