摘　　要：文化是精神文明的载体,文化对文明具有“反映”和“推动”作用:文化反映各维度文明的内容以及文明整体,成为文明的展示窗口,并推动各维度文明尤其是物质文明的发展以促进整个文明的进步。文化体制机制改革本质上是通过上层建筑的调整,影响社会基本矛盾运动,进而推动文明的革新。深化文化体制机制改革关涉意识形态工作、文化服务和文化产品供给、网络综合治理和国际传播四大方面,有利于赓续文明的思想魂脉、创新文明的呈现方式、维护文明的关键场域以及拓宽文明的世界维度。未来深化文化体制机制改革要坚持党的文化领导权、处理好改革中的辩证关系、推动数字技术的创新与运用、培育优秀文化人才队伍,从而有效赋能中华文明建设。Culture,being the carrier of spiritual civilization,plays the roles of"reflecting"and"promoting"civilization.It"reflects"the content of all dimensions of civilization and the civilization as a whole,becoming the display window of civilization,and promotes the development of all dimensions of civilization,especially material civilization,so as to promote the progress of civilization as a whole.The reform of the cultural systems and mechanisms is essentially to influence the movement of the basic contradictions in society through the adjustment of the superstructure,thus promoting the innovation of civilization.Deepening the reform of the cultural systems and mechanisms involves four major aspects,namely,ideological work,the supply of cultural services and products,the comprehensive network management and international communication,which is conducive to inheriting the ideological soul of civilization,innovating the presentation mode of civilization,maintaining the key field of civilization,and broadening the global dimension of civilization.In the future,to deepen the reform of the cultural systems and mechanisms,we should adhere to the Party′s leadership over culture,handle the dialectical relations in the reform well,promote the innovation and application of digital technology,and cultivate excellent cultural talents,so as to effectively empower the building of Chinese civilization.
