摘　　要：在旅游地自然灾害突发事件的应对过程中,应急组织间协作网络在灾害发生前、中、后各阶段的有效转型机制是减缓灾害影响的关键,亟待深入探索。基于复杂自适应系统(CAS)理论,进行2025年西藏日喀则市定日县地震和2024年甘肃省酒泉市瓜州县雪灾的应急网络演化双案例对比。结果表明:在“准备—响应—救援”3个阶段中,定日地震和瓜州雪灾的整体救援网络均经历了从整体均衡型向中心型演化的过程;分析了组织结构洞和核心-边缘结构,核心部门呈现出本地人民政府→上级人民政府→本地人民政府的特征;网络链接由纵向合作主导向纵横交互组成的混合网络转变。研究揭示了旅游地自然灾害突发事件应急管理中组织间协作的复杂动态特性。In the process of responding to natural disasters in tourist destinations,the effective transformation mechanism of the cooperation network between emergency organizations before,during and after a disaster is the key to mitigate the impact of the disaster,which needs to be further explored urgently.Based on the complex adaptive system(CAS),the double case of emergency network evolution between Rikaze earthquake in Xizang in 2025 and snow disaster in Guazhou County of Jiuquan City in Gansu Province in 2024 was compared.The study shows that in the three stages of“preparation-response-rescue”,the overall rescue network of Dingri earthquake and Guazhou snow disaster has experienced the evolution process from overall equilibrium type to central type.The analysis of the organization structure hole and the core-edge structure shows that the core department presents the characteristics of local people’s government→higher people’s government→local people’s government;the network link is led by vertical cooperation to the hybrid network composed of vertical and horizontal interaction.The study reveals the complex dynamic characteristics of inter-organizational cooperation in the emergency management of natural disasters in tourist destinations.
