Coordinated Talent Development and Job Provision:Institutional Pathways of University-Industry Integration for High-Quality Graduate Employment in China

摘  要:实现高校毕业生高质量充分就业,是中国式现代化进程中必须破解的战略性命题。随着产业结构转型升级和新技术快速演进,传统的“岗位匹配型”就业路径已难以适应日益复杂的人才供需格局。本文立足习近平总书记关于就业工作的重要论述,聚焦“产教融合”作为协同育人与岗位供给的制度支点,系统分析了以五大体系为核心的就业治理逻辑,包括培养供给、就业指导、招聘体系、帮扶机制与监测评价。文章认为,产教融合已从教育改革议题跃升为制度性平台,其在优化人才结构、扩大岗位供给、提升服务能力与推动系统协同中的作用日益凸显,构成中国特色高质量就业范式的制度中轴。最终,文章提出构建“平台化育人—智能化服务—系统性协同”的制度闭环,推动就业治理从政策推动向结构演化转型,为全球南方国家提供具有参考价值的范畴治理路径。Achieving high-quality and adequate employment for university graduates is a strategic imperative in the process of Chinese modernization.With ongoing industrial transformation and rapid technological advancement,the traditional job-matching model can no longer meet the increasingly complex dynamics of labor supply and demand.Drawing on President Xi Jinping’s key discourses on employment,this paper positions university-industry integration(UII)as a pivotal institutional mechanism that enables the coordination of talent development and job provision.It systematically examines the five-pillar governance framework—supply optimization,career guidance,recruitment systems,support mechanisms,and evaluation metrics—and explores how UII empowers each dimension.The study argues that UII has evolved into a central platform in China’s employment governance,enhancing structural alignment,job generation,service precision,and system synergy.It ultimately proposes an institutional loop characterized by platform-based education,intelligent service delivery,and systemic coordination,offering a valuable governance model for developing countries seeking to build sustainable employment systems.University-Industry Integration;High-Quality Employment;Talent Development;Job Provision;Employment Governance.
