“三社联动”的新路径:困难群众救助服务所融入社区工作研究——以海淀区Z街道困难群众救助服务所为例

摘　　要：困难群众救助服务所由专业的社会工作服务机构承接运营,并且接受街道(乡镇)民生保障办公室监督指导,为社区困难群众提供精准服务,为“三社联动”开辟了新的途径。结合作者在海淀区Z街道困难群众救助服务所的实习经历,分析发现困服所存在暂时不能走“五社联动”的路径、介入服务有限、相关政策及资源链接不足、复杂的社会环境及社工自身的专业性欠缺、困难群众的实际需求较多等现实困难,建议:(一)推动困服所与街道(社区)共振;(二)加强对于困服所社工专业化培训;(三)强化困难群众的精准救助服务,以期发挥困服所融入社区工作的优势,提升困服所的专业化服务水平。Social assistance centers for disadvantaged groups,operated by professional social work agencies and supervised by township/street-level livelihood security offices,provide precise services to disadvantaged groups in communities,which paves a new path of“Three Community Linkages”.On the basis of the author’s internship at the Social Assistance Service Center for Impoverished Groups in Z Street,Haidian District,it has been found that the center faces several challenges,including the inability to follow the“Five Community Linkages”path,limited service intervention,insufficient policy and resource connections,a complex social environment,a lack of professionalism among social workers,and numerous actual needs of the impoverished groups.The following recommendations are accordingly proposed:(1)promoting resonance between the center and the street/community;(2)enhancing professional training for social workers at the center;(3)strengthening precise assistance services for impoverished groups.These measures are expected to leverage the center’s advantages in community work and improve its professional service level.
