摘　　要：非急救转运多层次服务是我国重要的民生工程和健全中国式现代化社会保障体系的重要多元化支撑。运用结构化理论系统分析我国非急救转运服务实践中面临非急救需求挤占急救运能、转运资源不均衡和服务质量差异、管理机制及法律法规不完善、社会认可度低等问题。探讨非急救转运多层次服务在实践中的困境与挑战,构建理论模型并据此提出一系列策略性建议。具体包括完善内部资源配置机制,提高非急救转运服务效率;优化管理体系与强化机制协同,提振患者康复信念;专注人员能力提升,稳步提高服务质量;全方位加强市场监督,强化数字信息化保障等,以期推动良性循环及可持续发展。Multi-level service of non-emergency transport is an important livelihood project in China and an important diversified support for a sound Chinese-style modern social security system.Structural theory is used to systematically analyse the problems faced by China's non-emergency transfer service in practice,such as non-emergency demand crowding out emergency capacity,unbalanced transfer resources and differences in service quality,imperfect management mechanisms and laws and regulations,and low social acceptance.In-depth discussion of multi-level service of non-emergency transport in practice problems and challenges,through the construction of theoretical models and accordingly put forward a series of strategic recommendations.Specific recommendations include improving the internal resource allocation mechanism to enhance the efficiency of non-emergency transfer services,optimizing the management system and strengthening the synergy of mechanisms to boost patients'belief in recovery,focusing on personnel capacity enhancement to steadily improve the quality of services,strengthening market supervision in all aspects,and reinforcing the protection of digital information technology,with the aim of promoting the guarantee of a virtuous cycle of sustainable development.
