摘 要:随着科研活动的日益增多和复杂化,构建科学、客观、全面的科研评价体系成为提升科研管理水平和促进科研创新的重要任务。科研评价是科研管理中的重要环节,它不仅关系到科研资源的合理分配和科研人员的激励机制,而且直接影响到科研方向的引导和科研质量的提升。文章采用群体多属性决策方法中的TOPSIS方法,结合扎根理论提取关键评价因素,通过专家打分和层次分析法(AHP)确定各评价指标的权重,构建一个高效的科研评价模型,为科研评价提供新的思路和方法。With the increasing complexity and volume of scientific research activities,the construction of a scientific,objective,and comprehensive scientific research evaluation system has become an essential task for enhancing research management and pro⁃moting innovation.Research evaluation is a crucial component of research management,as it not only affects the rational allocation of research resources and the incentive mechanisms for researchers but also directly influences the guidance of research directions and the improvement of research quality.This paper employs the TOPSIS method from multi-attribute group decision-making,combined with grounded theory to extract key evaluation factors.It also uses expert scoring and the Analytic Hierarchy Process(AHP)to deter⁃mine the weights of each evaluation indicator,thereby constructing an efficient scientific research evaluation model.This model pro⁃vides new ideas and methods for scientific research evaluation.
