环保组织参与污染治理的行动策略——基于“利益-注意力驱动”视角

摘　　要：已有研究关注环保组织多元灵活的策略本身,缺乏对环保组织行动策略因何有异的分析。文章建立“利益—注意力驱动效应”的整体性分析框架,将中央政府、地方政府、企业及其供应链、公众等主体纳入讨论,基于本土草根A环保组织参与四个不同的污染风险事件的研究发现,可以根据推动企业利益相关者和调动政府注意力效应的不同组合,将环保组织参与污染治理的行动策略分为四种:推动政府—市场—社会互动、推动政府内部互动、回避并观察、推动市场—社会互动。环保组织只有借力高层环保机构迫使地方环保局回应和进行环境执法,才能获得政社相互了解和调试合作的机会,并在此基础上达成平等协作的“新”伙伴关系。文章为社会组织实质性参与复杂社会议题提供了多主体协同的新视角,为基层政府角色转换、“减负增能”和地方治理创新提供了新思路。This study examines the diverse strategies employed by environmental NGOs in pollution control and seeks to explain why they adopt specific approaches.Drawing on the“Interest-Attention Driven Effect”framework,which integrates central and local governments,enterprises,the public,and supply chains,the paper categorizes the strategies of environmental NGOs into four types based on their efforts to influence corporate stakeholders and attract government attention:(1)promoting government-market-society interaction,(2)fostering internal government collaboration,(3)adopting an observational approach,and(4)encouraging marketsociety interaction.Through an analysis of four pollution risk cases involving grassroots environmental organization A,the study highlights how NGOs utilize high-level environmental policies to pressure local environmental authorities to enforce regulations.This creates opportunities for collaboration and mutual adjustment between government and society,leading to new partnerships based on equal cooperation.The findings challenge traditional theories that emphasize the need for environmental NGOs to be embedded within local governments to influence policies.Instead,the study demonstrates how these organizations navigate complex local political and economic dynamics,leveraging multi-actor collaboration to address societal challenges.By offering insights into the evolving roles of grassroots governments and innovative governance practices,this research contributes to a deeper understanding of environmental governance in the context of China.
