政策工具视角下铸牢中华民族共同体意识的政策内容分析——基于ATLAS.ti9软件对全国32个政策文本的质性分析

摘　　要：政策文本体现了国家政策落地实践逻辑,而铸牢中华民族共同体意识的政策制定旨在选取合适的政策工具以达到既定政策目标,推进新时代中华民族共同体建设。基于政策工具视角,采用ATLAS.ti9软件对《关于全面深入持久开展民族团结进步创建工作铸牢中华民族共同体意识的意见》颁布以来,各地出台的31个重要政策文本进行分析,探讨各地在运用供给型、需求型、环境型政策工具时的结构特征。研究发现:人口大流动背景下地区政策多样化探索凸显,东部地区政策侧重于“三交”内容;各地逐步出台培育型政策,政策群创新探索趋势明显,但政策工具的联动效应有待提升。故此,未来各地区要结合区域结构特点,促进基本政策工具结构合理化,调适次级政策工具与各地实际的匹配度,不断健全和优化铸牢中华民族共同体意识政策的合理性。Policy texts typically embody the logic of national policy implementation practice,and the policy formulation of forging a strong sense of Chinese national community is aimed at selecting appropriate policy tools to achieve the established policy goals and promote the construction of Chinese national community in the new era.Based on the perspective of policy tools,ATLAS.ti9 software is used to analyze 31 important policy texts issued by different regions since the promulgation of the Opinions on Comprehensively,Deeply and Permanently Carrying Out the Creation of National Unity and Progress to Firm Up the Sense of Chinese National Community,and to explore the structural characteristics of supply-type,demand-type,and environment-type policy tools used by different regions.The study found that:the exploration of regional policy diversification in the context of large population mobility has been highlighted,with policies in the eastern region focusing on the"Association and Communications and Blending";localities have gradually introduced cultivation-type policies,and there is a clear trend of innovation and exploration of policy clusters,but the linkage effect of the policy tools has yet to be improved.Therefore,in the future,all regions should take into account the characteristics of their regional structures,promote the rationalization of the structure of basic policy tools,adjust the degree of compatibility between secondary policy tools and the actual situation in each region,and continue to improve and optimize the rationality of policies for forging a strong sense of Chinese National Community.
