摘 要:技术技能型人才是“十四五”时期青海振兴发展的新生力军,对1949—1999年青海职业教育与经济的耦合协调分析是构建青海现代职业教育体系、促进中国式现代化职业教育与经济高质量协调发展的重要内容。从规模、结构两个维度,运用耦合协调度模型、Granger因果检验对青海职业教育与经济发展耦合协调关系分析表明:1949—1999年间青海职业教育与经济发展历经勉强协调发展经济滞后型、中度协调发展经济滞后型、良好协调发展经济滞后型三个阶段,各阶段耦合协调度总体呈上升趋势;二者在规模上的耦合协调度获得大幅提升,在结构上的耦合协调度起点较高但并未获得显著提高;二者存在不完全的因果关系。促进新时代青海职业教育与经济耦合协调高质量发展应坚持职业教育优先的共识,建立与市场需求相适应的职业教育内涵结构动态调整机制,拓展与地方经济紧密结合的职业院校特色专业结构,优化企业参与合作办学的模式,扩大职业教育招生规模,扩充以“双师型”教师为核心的质优量足的师资队伍。During the"14th Five-Year Plan"period,technical and skilled talents emerged as a new driving force for the revitalization and development of Qinghai.The analysis of the coupling and coordination between Qinghai′s vocational education and its economy from 1949 to 1999 is a crucial component in establishing a modern vocational education system in Qinghai and in advancing the synchronized development of vocational education along the Chinese path to modernization with a high-quality economy.This paper evaluates the coupling and coordinated development of vocational education and economic development in Qinghai Province,employing the coupling coordination degree model and Granger causality test from the perspectives of scale and structure.The results indicate that from 1949 to 1999,the vocational education and economic development in Qinghai Province underwent three stages:a period of barely coordinated development with economic lag(1949-1984),followed by moderately coordinated development with economic lag(1985-1994),and concluding with well-coordinated development with economic lag(1995-1999).Overall,the coupling coordination degree has been on the rise.The coupling coordination degree between the two has significantly improved in scale,yet it has not shown the substantial improvement in structure.There is a causal relationship between the two,but the two-way dynamic interaction mode remains imperfect.The consensus for promoting high-quality development of vocational education and its economic integration in Qinghai in the new era is to prioritize vocational education.Structurally,it is essential to establish a dynamic adjustment mechanism for the connotation of vocational education that aligns with market demands.Furthermore,efforts should be made to expand the characteristic professional structure of vocational colleges,ensuring it is closely integrated with the local economy.The scale of enterprise participation in cooperative education should be increased,as should the enrollment scale of vocational education
