摘 要:随着数字技术的迅猛发展,教育领域正经历着深刻的数字化变革。然而,这一进程也带来教育数字事权边界日益模糊的问题。不同层级的平台均要求学校进驻,造成基层数字负担沉重、数字形式主义之风盛行、教育业务流程失衡等问题,在一定程度上引发了某些行政权力的失序。其根源在于数字化关注了技术系统,却没有关注业务与制度体系变革,未能真正促进各级政府教育数字事权间的深度协作。因此,需要重构教育数字事权秩序,关键在于重构数字化时代的权责配置、业务流程、服务模式和数据要素。具体实践方法是以微服务架构为支撑,通过低代码开发组件赋能各级政府,使其在各自事权范围内灵活定制和部署服务组件,实现跨层级、跨部门的业务流程编排,打破信息壁垒,构建更加开放、协作的教育数字生态系统,推动教育数字化转型和提升教育治理效能。With the rapid development of digital technologies, the education sector is undergoing a profound digital transformation. However, this process has also led to increasingly blurred boundaries of digital educational authority. Various platforms at different levels require schools to participate, imposing heavy digital burdens on grassroots educational institutions, fostering digital formalism, and disrupting educational business processes. To some extent, these challenges have resulted in the disarray of certain administrative powers. The root cause lies in the fact that digital transformation has primarily focused on technological systems while overlooking the necessary evolution of business processes and institutional frameworks. This technological-centric approach has failed to facilitate deep collaboration and effective coordination of digital educational authority across different levels of government. To address this issue, it is essential to reconstruct the governance structure of digital educational authority. The key lies in redefining the allocation of authority and responsibilities, optimizing business processes, innovating service models, and effectively managing data elements in the digital era. A practical approach is to leverage microservice architecture as the technological foundation. By utilizing low-code development components, governments at all levels can flexibly customize and deploy service modules within their respective jurisdictions. This strategy enables seamless cross-level and cross-departmental business process orchestration, dismantles information barriers, and fosters a more open and collaborative digital educational ecosystem. Ultimately, this initiative aims to drive educational digital transformation and enhance governance efficiency.
