摘　　要：创新创业型大学是适应科技革命和产业变革产生的新时代大学转型新形态,更是应用型高校迈向高质量发展道路的必然选择。应用型高校转型创新创业大学需要以教育、科技、人才协同创新发展为价值驱动,以大学分类发展、特色发展、内涵发展为价值理性,以人的全面发展、自由发展、和谐发展为价值旨归,实现制度-理论-实践的三角互补。然而,转型过程中,应用型高校存在办学目标过度求稳,创新创业文化底蕴匮乏;内外跨界协同不畅,创新创业组织生态压抑;治理体系不健全,创新创业区域服务能力弱等困境。对此,创新创业型大学转型过程中应打造以创新创业为基调的文化内核,构建“一体两翼”的组织共同体,探索区域协同创新的治理模式。Innovative and entrepreneurial university is a new form of university transformation that adapts to the technological revolution and industrial transformation, and is also an inevitable choice for applied university to move towards high-quality development. The transformation of applied university into innovative and entrepreneurial university requires the value driven development of education, technology,and talent collaborative innovation, the value rational development of university classification, characteristic development, and connotation development, and the value goal of comprehensive, free, and harmonious development of individuals, to achieve the triangular complementarity of system theory practice. However, in the process of transformation, applied university has an excessive pursuit of stable educational goals and a lack of cultural heritage in innovation and entrepreneurship;internal and external cross-border collaboration is not smooth, and the ecological suppression of innovation and entrepreneurship organizations;the governance system is not sound, and the service capacity of innovation and entrepreneurship regions is weak.In this regard, during the transformation process of innovative and entrepreneurial university, a cultural core based on innovation and entrepreneurship should be created, an organizational community with “one body and two wings” should be constructed, and a governance model for regional collaborative innovation should be explored.
