摘　　要：研究以“国家信息惠民试点城市”为政府数字化转型的准自然实验,利用2009—2020年沪深A股上市公司数据,在梳理有关研究的基础上,探讨政府数字化转型对企业数字化转型的影响。研究结果表明:政府数字化转型显著推动了企业数字化进程,营商环境在两者关系中具有中介作用;政府数字化转型使政府服务更高效、更透明,同时推动政策制定流程的现代化,数字化政府能更有效地搜集和分析数据;政府的数字化转型对非国有企业数字化转型促进作用更加显著。This study takes“National Information Benefit-People Pilot City”as a quasi-natural experiment of governmental digital transformation,and uses the data of Shanghai and Shenzhen A-share listed companies from 2009 to 2020 to sort out the impact of governmental digital transformation on the digital transformation of enterprises,and on the basis of this,the impact of governmental digital transformation on the digital transformation of enterprises is explored.The study results show that the digital transformation of the government has significantly promoted the digital process of enterprises,and the business environment plays an intermediary role in the relationship between the two.Governmental digital transformation makes government services more efficient and transparent,and promotes the modernization of policy formulation process.Digital government can collect and analyze data more effectively.At the same time,governmental digital transformation plays a more significant role in promoting the digital transformation of non-state-owned enterprises.
