摘　　要：建设教育强国,龙头是高等教育。要深刻把握高等教育发挥龙头作用、服务教育强国建设的时代使命,努力提升高等教育的创新支撑力与贡献力,做好创新这篇大文章。筑牢高等教育发挥龙头作用的思想根基,引领强国建设方向,必须坚持自信自立,充分发挥高等教育服务教育强国建设的制度优势;坚持问题导向,高等教育回应高质量发展的时代要求;坚持系统观念,秉持“大教育观”准确把握高等教育规律。开拓高等教育发挥龙头作用的战略路径,夯实强国建设根基,必须发挥科技创新优势,以原始创新夯实强国建设的知识根基;发挥理论创新优势,以学科建设支撑强国建设的产业布局;发挥人才培育优势,以育人模式创新储备强国建设的人才资源;发挥人才集聚优势,以多元引育筑牢强国建设的智力支撑。Higher education plays a leading role in building a strong country in education.It is necessary to deeply understand the mission of higher education in playing the leading role and serving the construction of a strong country in education in the New Era,strive to enhance the innovation support and contribution of higher education,and do a good job in the great task of innovation.Specifically,it is necessary to:Strengthen the ideological foundation of higher education and guide the direction of building a strong country;adhere to self-confidence and self-reliance,and give full play to the institutional advantages of higher education in serving the construction of a strong country in education;adhere to the problem-oriented approach,and respond to the requirements of high-quality development in the New Era;adhere to the systematic concept and uphold the“grand education concept”to accurately grasp the laws of higher education;explore the strategic path of higher education and consolidate the foundation of building a strong country;give full play to the advantages of scientific and technological innovation,and consolidate the knowledge foundation of building a strong country with original innovation;give full play to the advantages of theoretical innovation,and support the industrial layout of building a strong country with discipline construction;give full play to the advantages of talent cultivation,and reserve the talent resources for building a strong country with the innovation of the education model;and give full play to the advantages of talent agglomeration,and strengthen the intellectual support for building a strong country with multiple introductions and cultivation.
