澳大利亚合作研究中心推进有组织科研的经验与启示

摘　　要：面对澳大利亚科研创新体系资源分散化、资助单一化、产学研合作缺失及博士生培养学术化的弊端,澳大利亚合作研究中心依托有组织科研,通过自上而下的政策引领和统筹规划,聚焦澳大利亚国民经济和社会发展急需,以促进政产学研合作为宗旨,构建终端用户驱动的长期合作关系,引领多元主体协同创新,对于推动澳大利亚科技进步、促进国民经济发展、推进国际科技合作、培养世界一流博士发挥了重要作用,取得了多赢的效果。为推动我国高校有组织科研创新发展,应成立政府主导多元主体参与的有组织科研管理机构,聚焦战略驱动和应用导向确立高校有组织科研项目,以学科融合和资源聚集提升有组织科研质量,孕育推动高校有组织科研的创新文化。The Australian scientific research and innovation system faces challenges such as resource fragmentation,limited funding sources,weak industry-academia-research collaboration,and inade-quate doctoral training.To address these issues,the Australian Cooperative Research Center relies on organized scientific research and focuses on the urgent needs of Australia’s national economic and so-cial development through top-down policy guidance and overall planning,with the purpose of promot-ing political,industry,academic and research cooperation.It has established long-term,end-user-driv-en partnerships that have significantly contributed to Australia's technological advancement,econom-ic growth,international scientific cooperation,and the cultivation of innovative talents.To promote the development of organized scientific research and innovation in Chinese universities,we should estab-lish organized scientific research institutions with the participation of government-led multi-subjects,focus on strategic drive and application orientation to establish organized scientific research projects in colleges and universities,improve the quality and innovation system mechanism of organized scien-tific research with discipline integration and resource aggregation,and nurture and promote organized scientific research in colleges and universities.
