数字技术赋能政府治理的作用机理及效应研究

摘　　要：探究数字技术如何赋能政府治理,对提升地方政府治理能力,加快实现中国式现代化都具有重要意义。通过构建多层次多维度评价指标体系,采用定基极差熵值法对2008-2021年中国30个省区市政府治理水平进行定量测度和时空演变分析,并在此基础上运用面板Tobit模型,实证检验数字技术对地方政府治理的赋能效应及作用机制。研究发现,样本考察期内,地方政府治理水平总体为上升趋势,东部地区治理水平明显高于其他地区。数字技术显著提升了地方政府治理水平,且存在显著的区域异质性。提升居民工资水平、增加民生性支出、加强知识产权保护均有利于推进地方政府治理,而省级党政领导更替、政府规模扩张、大规模基础设施投入的作用则相反;经济大省数字技术对地方政府治理的赋能效应更为显著。数字技术通过促进知识流动,缓解财政压力提升地方政府治理水平。随着创新效率提升,数字技术推进地方政府治理呈现阶梯式地的发展态势。研究对于充分发挥数字技术赋能效应,提高政府治理水平,具有重要的政策价值。Exploring how digital technology empowers government governance is of great significance to enhancing the governance capacity of local governments and accelerating the realization of Chinese modernization.By constructing a multi-level and multi-dimensional evaluation index system,this paper uses the fixed-base extreme difference entropy method to quantitatively measure the government governance level of 30 provinces,autonomous regions and municipalities in China from 2008 to 2021 and analyze the temporal and spatial evolution.On this basis,the panel Tobit model is used to empirically test the empowering effect and mechanism of digital technology on local government governance.The study finds that the local government governance level shows an overall upward trend during the sample examination period,and the governance level in the eastern region is significantly higher than that in other regions.Digital technology significantly enhances the level of local government governance,and there is significant regional heterogeneity.Raising the wage level of residents,enhancing livelihood-related expenditures,and strengthening intellectual property protection are conducive to advancing local government governance,while the replacement of leading officials of Party committees and governments at the provincial level,government size expansion,and large-scale infrastructure investments have the opposite effect.The empowering effect of digital technology on local government governance is more significant in economically developed provinces.Digital technology improves local government governance levels by promoting knowledge flow and alleviating financial pressure.As innovation efficiency improves,digital technology promotes the development of local government governance in a stepwise manner.The study has important policy value for giving full play to the empowering effect of digital technology and improving government governance.
