资源下乡背景下乡镇政府的权责错位研究——基于鄂西柑橘产业项目配置的案例分析

摘　　要：在财政转移支付项目持续向乡村社会输入的宏观制度背景下,基层政府的资源配置能力直接影响项目资源下乡的效果。本文从基层政府资源配置权实践的视角出发,发现县乡政府层面出现了资源配置职权与资源使用责任的层级分离,这导致乡镇政府处于权责错位的县乡关系格局中。为应对权责错位的困境,基层政府以“不出事且出彩”为资源配置目标,通过项目的市场化运作,将大部分产业项目集聚到少数由工商资本经营的产业上。乡镇政府的项目经营行为能够在短期内化解权责错位引发的治理困境,却导致产业项目实践背离基层社会的产业发展需求,引发资源下乡陷入项目治理失效和资源使用效率低下的双重困局。整合资源配置权和释放基层治理的自主空间,将有助于调试基层政府的权责关系结构,有效提升资源下乡的效率。Under the macro-level system of financial transfer payment projects flowing into rural society,the resource allocation capacity of grassroots governments directly affects the effectiveness of these resources reaching rural areas. From the perspective of grassroots government resource allocation practices,it is observed that at the county and township levels,there is a separation between the authority over resource allocation and the responsibility for resource usage,leading to a mismatch of rights and responsibilities in county-township relations. To address the dilemma of misaligned rights and responsibilities,grassroots governments focus on achieving the goal of “no incidents and remarkable results.”Through market-driven project operations,most industrial projects are concentrated in a few sectors run by industrial and commercial capital. This behavior reflects the operational approach of the projects,which is both passive and legitimate. While the township government's project management can temporarily resolve governance issues caused by mismatched rights and responsibilities,it has diverted from the grassroots society's industrial development needs, leading to a dual dilemma of project governance failure and inefficient resource use in rural areas. Integrating the authority to allocate resources with the autonomy of grassroots governance will help adjust the structure of rights and responsibilities at the grassroots level,thereby improving the efficiency of resource allocation to rural areas.
